Why does stamp duty vary so much between states?

Stamp duty is a state-government tax, so each state and territory sets its own scale and concessions. The base scales range from around 1.4% to 6.5% of the property value, but first-home buyer rebates, principal-place-of-residence concessions and off-the-plan rules can change the effective rate dramatically.
